I'm new to rfid and keep reading and asking my way deeper into this technology, so:
how often can a proxmark read 20 tags per second?

Do you mean how quickly? This depends on a couple things.
First, the software will need to know if the tag is using an anti-collision system. It's different for each tag, odds are this isn't part of the current (or beta) firmware and it will have to be written.
Second, you'll need to know the operations required to make sense of the data (what modulation is in use, how much buffer memory is required for each tag, etc...)
